CFSR Case Review

Case Review Training is a four-day intensive overview to support the Case Review Certification Process in California.

Goals of Training: 
1)    The participant will understand the fundamentals, purpose and roles of the Case Review process. 
2)    The participant will be able to review case files (electronic and paper) and use the information to accurately complete the Case Review tool. 
3)    The participant will understand the purpose and responsibility of conducting Case Review interviews. 
4)    The participant will be able to enter Case Review data into Online Monitoring System. 
5)    The participant will have an introductory understanding of how to take the information gained from the Case Review and report their findings in a way that child welfare leaders can understand and respond to. 

Prerequisite:  The intended audience for this training is Case Review staff across California. Registrants must meet the pre-requisite or already be a certified reviewer to attend. This training requires that registrants complete the online training certification prior to attending this 4-day Case Review training. If you have completed the online prerequisite prior to April 1, 2023 and have OMS access, you have met this requirement. If you are meeting this requirement after April 1, 2023, please follow the steps below:

  • Step 1: Obtain access to the E-Learning Academy (ELA). Go to http://www.cfsrportal.acf.hhs.gov/contact-us. Scroll down to the section that says, “Technical questions about the CFSR Information Portal and OMS” and follow the instructions to request a portal account.
  • Step 2: Once you received your email with your account information log into the Child and Family Services Reviews (CFSR) Information Portal log-in.
    • a. A CFSR Portal log-in is required to access the E-Learning Academy (ELA).
    • b. A log-in request can take up to 1 week to process. Prospective Attendees should request their portal log-in from JBS as soon as possible.
  • Step 3: Log into the Round 4 ELA. Complete the training courses, pass the associated quizzes and save the certificate of completion.
    • a. The OSRI Part 1, The OSRI Part 2, The OSRI Part 3. Complete the quiz associated with each part (3 quizzes total).
    • b. The Layla Morgan Mock Case and the associated quiz.
    • ***After completing the quiz and course evaluation for each course, you are provided a certificate of completion, save this document to email it to CDSS in Step 5.
  • Step 4: Log into the Round 3 ELA. Complete the training course and pass the associated quiz available on the Round 3 ELA listed below:
    • a. Javier Diaz Mock Case
    • b. After completing the Javier Diaz Mock Case and passing the associated quiz, email JBS at ela@cfsrportal.org to request your Certificate of Completion for the Javier Diaz case. Round 3 courses don’t generate the certificate after completion on the spot like the Round 4 cases. The email must include your name and the name of the completed courses.
  • Step 5: Email CDSS all Certificates of Completion: Once you receive the Javier Diaz certificate, please send all 5 Certificate of Completions (3 for the OSRI, 1 for Layla Morgan, 1 for Javier Diaz) to CDSS (cwscasereviews@dss.ca.gov) prior to the last day of registration. Include your name, county, email, phone, role (Case reviewer or QA), and the date you will be attending the 4-day.

Required Coaching Sessions:
Trainees are required to participate in 3 coaching sessions to complete the certification process. Please do not register for this training if you are unable to attend all 3 sessions. If an emergency arises and a trainee is unable to attend, please contact CDSS at cwscasereviews@dss.ca.gov.
