Rating Announcement from the Wraparound Prevention Services Clearinghouse

Have you heard the good news about  High Fidelity Wraparound-Intensive Care Coordination? It has finally been reviewed by the Title IV- E Prevention Services Clearinghouse as part of the Family First Prevention Services Act (FFPSA) – Part I and given an evidence-based program and service rating of promising. The National Wraparound Initiative (NWI) also released a blog entry, speaking to the rating’s implication for Wraparound nationwide. The blog provides a great summary that touches on the nuances of the rating. The NWI is also hosting a webinar on March 8, 2022 from 12:30-2:00 to provide more information about the rating’s implications for Wraparound nationwide.

What does this mean for Wraparound in California?

All County Information Notice (ACIN) I-73-21 states,

“Part I of the Family First Prevention allows states to access federal financial participation (FFP) for certain prevention services. In order to receive FFP, the services must be specified in the State’s Five-Year Title IV-E Prevention Services Plan that is approved by the federal Department of Health and Human Services, Administration for Children and Families (ACF). Services that may be funded include evidence-based and trauma-informed mental health services, substance use prevention and treatment services, and in-home parent skill-based programs that have been rated as well-supported, supported, or promising by the Title IV-E Prevention Services Clearinghouse.”

California’s 5-year prevention services plan was submitted to the federal Administration for Children and Families in August 2021. Because Wraparound was not rated as well-supported or rated at all at the time of submission, it was not included in California’s 5 year Prevention Services Plan. California initially selected only well-supported EBPs. However, with Wraparound’s rating as a promising program in the Title IV-E Prevention Services Clearinghouse, the CDSS plans to assess the implications for California’s 5-year prevention services plan. More information will be shared as it becomes available. This rating does not affect California’s decision to select California’s Wraparound as its model for FFPSA Part IV aftercare, as the evidence-based practice requirements and review in the Title IV- E Prevention Services Clearinghouse only applies to FFPSA Part I (prevention services).
